The North Central Texas Regional Certification Agency serves as the premier certification authority for North Central Texas, upholding the highest standards of integrity and compliance. As a Regional Certification Authority, NCTRCA certifies Disadvantaged Business Enterprises (DBEs), Airport Concessionaire Disadvantaged Business Enterprises (ACDBEs), Small Business Enterprises (SBEs), Small Business Enterprise Plus (SBE-PLUS), and Small Business Enterprise Concessionaires (SBECs). We are a 501©3 non-profit and government entity. Our rigorous verification process confirms that applicant firms own, manage, and control business operations of for-profit businesses maintain full compliance with federal, regional, and local regulations and guidelines.

Effective September 25, 2026, the U.S. Department of Transportation (DOT or Department) is finalizing amendments to its Disadvantaged Business Enterprise (DBE) and Airport Concession Disadvantaged Business Enterprise (ACDBE) program regulations. With few modifications, this final rule follows the interim final rule (IFR) published on October 3, 2025, which eliminated race- and sex-based presumptions that DOT determined to be unconstitutional. This action completes the transition to a system of individualized determinations of social and economic disadvantage to ensure program constitutional compliance and addresses administrative challenges identified by stakeholders during the public comment period.
